Since 2012, 4LEAF has served as an extension of the City of Hollister Community Development Department, providing professional planning staff to manage day-to-day current and long-range planning functions. The team processes a full range of discretionary and ministerial applications, prepares staff reports and environmental documents under CEQA and NEPA, represents the City at public meetings and review committees, and ensures projects align with adopted plans and state law. 4LEAF also completed a comprehensive rewrite of the City’s Zoning Ordinance, supports ongoing ordinance updates, oversees major residential and commercial development projects, advances Housing Element implementation, and coordinates interdepartmental review to ensure efficient, compliant project delivery.
