Jackson County, OR – Fire Recovery Program

4LEAF was selected by Jackson County to manage and staff the Wildfire Recovery Program following the 2021 Almeda and South Obenchain Fires. In partnership with the County’s Development staff, 4LEAF helped establish and operate the Wildfire Resiliency Permit Center (WRPC), which opened on September 20, 2021. The WRPC serves as a dedicated resource center for residents, providing expedited plan review and permits for fire-affected properties in the unincorporated areas of the County.

In collaboration with local, state, and federal agencies, 4LEAF supports Jackson County’s comprehensive rebuilding strategy focused on cleanup, planning, permitting, and construction. As part of this effort, 4LEAF provides a full range of services, including Permit Technician support to streamline the permitting process, assist applicants, and enhance response times for wildfire-related inquiries. The team performs plan review services for compliance with applicable Building and Planning regulations and provides building, electrical, mechanical, and plumbing plan review and inspection services to supplement County staff. Additionally, 4LEAF delivers planning services to aid the County’s long-term recovery by identifying redevelopment opportunities, removing barriers to rebuilding, and ensuring appropriate residential and commercial densities to expand housing options in wildfire-affected areas.
