To support the rebuilding of the historic town of Lāhainā while preserving its cultural heritage, 4LEAF assists the County of Maui with architectural review procedures for properties within the Lāhainā National Historic Landmark District. The team develops comprehensive review checklists for Plantation, Neo-Plantation, and Victorian-style structures to ensure strict compliance with the West Maui Community Plan and the Secretary of the Interior’s Standards. Key responsibilities include conducting historic architectural reviews for residential properties, managing program tracking metrics, and coordinating closely with County planning staff and community representatives.

4LEAF provides robust administrative support, process mapping, and design standard development to optimize daily operations at the recovery permit centers. Working both on-site and off-site, the team collaborates with the County to develop comprehensive packages of design standards, standard notes, and application checklists. Additionally, 4LEAF handles administrative functions including permit processing services, preparing staff reports and project conditions, managing document uploads for public guidance, and streamlining the in-person application and permit issuance workflow.
